I read about the Ebay international shipping program, and I realize I have to be on Ebay.CA in order to use it (I usually list on the .com US site). Anyhow I filled out my listing as usual, but when it came to the international shipping section, all I see is what is message from ebay that says
In my account settings it says I am enrolled in eBay International Shipping but when I look at my listing using the US .com site, under shipping I see "May not ship to United States. Read item description or contact seller for shipping options. See details"
What am I doing wrong? Or is something on eBay's end broken?

You have maybe 13 items in EIS, I find these by changing my shipping location to a country like Germany when viewing your listings.
I don't get the 'might not ship' message though when I check, so I might not be answering your question.
Looking at United States as the destination specifically....
Since you have shipping method setup for USA already, the EIS option showing for USA will depend if your shipping price is more or less than the EIS shipping cost.
If your existing shipping method cost to USA is less than EIS, then EIS is not shown when you select United States in the shipping location.
If your existing shipping price is more than EIS (not including the duties for EIS) then the listing will show your shipping price first, and EIS as the second price.
(This is my observation from changing shipping costs to see EIS costs at least)
Example listing:

If you were to experiment and edit your shipping cost on this item (which is in EIS) to a much higher price and select United States, then the EIS shipping cost should show up as a second shipping method when you select USA as the destination instead of only the standard shipping method shown. Or select other countries to see EIS shipping costs to those countries.

Most of my older US shipping prices are $0.00, same as for Canada.
My newer ones are $10.
(Overseas are between $5.99 and $19.99 depending on the value and the bulk of the item. )
If I change that to, say, $25 for USA leaving the Canada and overseas intact, will eIS show for US shipments?
I'm happy with Canada Post for domestic and overseas shipping.

This is very interesting to me, but totally confusing as I am old and it is late. Currently I only ship to Canada and the US. It is all tarriff free. I don't want my shipping costs to go up any more than they have already so I wasn't looking at EiS as the horror stories of shipping costs doubling. Now if I was to sign up for EiS and my items were available to other countries, would the costs for the US shipping be affected?

Your shipping cost is the cost to ship to eIS in Canada. What the buyer pays is a different matter.

Any of your listings created on dot com for now will not show. On some of your other listings it appears you do not have US shipping. Other thing that is critical for items to be included is Coo is required in the specifics details. Nativity scene shows Canada only.

I FULLY realize I have to make my listing on the dot CA site, which is what I did, but under international shipping portion of the listing I only see the message
"Sell globally with eBay International Shipping

And you are enrolled in eBay International Shipping. I just checked a couple of your listings. eIS shows up as the shipping method for the handful of countries that I checked except the US, which shows a much less expensive flat-rate standard shipping method. If you don't want to ship to the US under your own steam, you'll need to get rid of that option.
@jtg204's post explains what's going on here. If you're still getting a "does not ship to the United States" message on some of your listings, perhaps you could post the item number so we can take a look at it and get a better idea of what might be going on.

I am having the same exact issue, on our other selling account that has been enrolled to eIS. The eIS shows up for international countries, except for the USA where is says has the "Will ship to United States. Read item description or contact seller for shipping options." message. I've tried revising the listing using either flat rate or calculated shipping to the USA, and the eIS option doesn't show up. The listing is: https://www.ebay.ca/itm/389214294706
I currently have no US shipping rate set in the listing, and have "additional locations: USA" selected. eIS doesn't come up as an option when I view the item. We aren't sure if we've missed something at our end, or if it's an eBay glitch. If anyone has a solution, we'd love to hear it.
