Just a heads up in case you get one.
I had an invoice alert via email that I had a new invoice through Paypal.
I went to Paypal, and sure enough there was some invoice which shows as WHO Covid-19, billing me for $35.
I went to the Paypal community board and many are getting these. Through that board I figured out how to cancel the invoice, but some were unable to do it the "simple" way.
You go to your Activity screen and on the far right next to that invoice is a drop down where you can pick CANCEL.
I also found out you cannot block a user from billing you on paypal. You must change your email address on file. It is not a password breach. They simply just need your email address.
WHO website has a note on their site that this is a fraud.

A person would expect anything coming from WHO to be questionable, just like the entire organization.

The invoice did not come from WHO.
It is scam.
Scammers pretend to be someone/something they are not in hopes of grabbing money from those not bothering to check the details. Like Americans who got scammed buying bricks for Trump's Mexican wall.
When you get an invoice, you should always check for validity.
Is this a person/organization I have dealings with?
Although ebay is making that more difficult to detect with managed payment purchases.
Is it a person/organization that would have this email address?
Over the years I have been able to quickly toss bank scams because the wrong email address was used.
What payment method does the person/organization normally use?
Bitcoin requested is big scam flag these days since it's the new "cash".
PayPal is more risky for a scammer who is relying on random fake invoices.
