"Payment Payout Declined Waiting For Retry"

  • For those following this and have asked I still haven't received any money from sales since beginning Managed Payments in January.
  • On March 2 I spent an hour with a Managed Payments specialist. He also did not disclose why thwe problem is happening. We manually reset my bank account numbers.  Problems are with your bank numbers not name formats.
  • My impression is some Sellers who register for Managed Payments start out with functioning accounts. Then eBay's data somehow becomes corrupted.  To be clear eBay did not say that or anything about why this is going on. It's just a hunch based on what I was asked to do.
  • The first MP specialist told me on Feb 24 my money would be deposited on or before Feb 28. That did not happen.
  • The second MP specialist told me on March 2 he could "expedite" the deposits happen on March 3. As well he promised to phone me directly on March 3 to confirm . Neither of those events happened.

   Given it appears the bank information I initially supplied to eBay somehow became corrupted I became concerned their security may have been compromised. It seemed prudent to look for a news release.
On performing the Google search "ebay payout declined waiting for retry" 180,000 results came back! Jeepers.  Apparently the issue has been ongoing in both the USA and Canada throughout 2020 and 2021. Here's a response to a Seller on dotcom question from eBaydotcom..

   Sounds like millions of Sellers didn't get their payment this morning including me. Bank says they never had any incoming deposit for eBay this morning.

 

   Ebay could you please update us on the issue and when it will be fixed. Your phones have blown up over there with 2 hour wait times and you have disabled the call back feature. You obviously know something is wrong. If eBay would just keep us informed.... But they never do."

   There was an issue that affected payouts for a number of managed payments sellers on December 2nd, 2020. This issue has been resolved and all affected payouts were re-sent on December 2nd. We do not expect sellers to experience any delay in receiving their funds. Depending on your bank, your payouts should be reflected in your bank account in the next 1-4 business days.  There is no action for you to take at this time.

And then it just kept on repeating.....

so far my costs incurred include 1. Bank Fees, 2. Subscription fees for a store on hold, 3. Hours spent troubleshooting with eBay 4. Listing hours down the toilet while troulbeshooting.

 

   That's the "DECLINED PAYMENTS/PAYOUTS" update for this week. I hope this may shed a bit of light for others.   One thing is for certain. It doesn't matter if your store's Managed Payments has been working fine all along. This is happening to "Any Seller "at any time.  You may be next not to receive any money for a long time. 

  •   Suggestions: 
  • Be sure you have a SEPERATE bank account for Managed Payments.
  • Keep the balance in the account as low as you can to operate.

I totally understand your frustration and agree with your suggestions. It has happened to me as well and it has been going on for a month,  until yesterday when EBay finally lifted restrictions on the account and has started sending payouts.

It took us a good month of daily call requests, accaunt on vacation, countless requests to speak to supervisors (who never called back of course) but eventually someone really put their hands on our file and manually reviewed the information. I think that the problem is that even if they are Managed Payment Specialists, most of them don't really know what they are doing and don't have a clue about how to solve a problem. 

I would suggest you to start requesting their call on a daily basis and have them putting notes on your file. Also stress them out on your costs and your loss, and I would also suggest to record every phone call because I have a felling we will need them.  I reported them to the authorities and I would suggest everyone who is experiencing this to do the sam: after all they are/have been holding our money in their bank account, caused losses in terms of incomes and time and wish to get out of this with a "sorry" and no compensation whatsover. This is happening to so many people that a class action is in the air

Thank you for being upfront and telling your story. I had no idea of the magnitude until recently. A number of YT videos are addressing the problem as well.

 

  Where is the money? eBay has claimed no profit on the with held funds but it looks like millions of Seller's dollars have been suspended for unlimited periods. If not eBay then it must be with the funding service they have employed.  It doesn't matter who is harboring the money.  Whoever it is is certainly profitting to the loss of small businesses struggling through the pandemic.

March 6 UPDATE:

  Yip yip Yippeee! Finally Adyen deposited my funds into my account. It has been a total of 21 calender days that all of my funds have been sitting in their coffers. I'm working on getting things back to normal. 

 

 I'd like to thank all of those who have offered both support and good advice! Thank you. 

 

I learned a good lesson from this about all the eggs in one basket and I'm glad to have learned it before i was in deep.  I'm continuing  "business as usual" with eBay.  Let's see how things go with Managed Payments. In order to mitigate future disasters I've opened 2 new stores on 2 other platforms for yet unlisted items. It never hurts to spread the love around!

I'm wondering if the problem is that Canadian bank account information is being shoehorned into a data interface that's programmed to recognize American bank account information?  My recollection from the days where my wife and I accepted American dollar cheques as payment is that the coding is somewhat different on an American cheque and I'm wondering if US bank accounts are formatted a bit differently than Canadian ones.  My quick bit of research on the difference between US and Canadian cheques hasn't yielded any smoking guns yet, though.

Hi marnotom!

I don't think so.  From reading the Community discussions on eBaydotcom the USA Sellers have also been having the problem over the past year. Sometimes MP Sellers successfully make the switch and have no problem for months. Then the problem happens.
