Terms & Conditions (read carefully!)
Final value and optional upgrade fees apply. No guarantee is made that any item will sell at a particular price, or at all.
Please note: Invited sellers must activate the Promotion by selecting "Activate offer" in the invitation email or on the Promotion landing page. Items listed prior to a seller activating the Promotion will not be eligible for the Promotional Rate.
What is the promotion?
Sellers who activate the offer and then create a listing in the auction-style format or auction-style with Buy It Now format, pursuant to the terms and conditions set forth herein ("Qualifying Listing"), will pay no insertion fee per newly listed item (relisted items not included) and no additional fee for adding 10-day Duration to these listings ("Promotion") for up to 500 listings during the Promotion Period (as defined below). All existing selling limits on your account (as well as category and item limits) still apply, and may prevent you from creating the maximum number of listings in this Promotion. The Promotion is in addition to the monthly insertion fee promotion and/or any other insertion fees that are included as part of your Store subscription.
5-, 7-, and 10-day listing durations are included in this Promotion. The Promotion does not apply to relisted items, final value fees, or optional upgrade fees. Final value fees will be applied to the total amount of the sale, including the cost of the item, shipping, and any other fees a seller may charge-excluding any sales tax. Fees for optional listing upgrades (such as reserve price, Gallery Plus, listing in 2 categories, etc.) still apply. For listing in 2 categories, you will be charged at standard rates for the second category. Please note: Not all upgrades are available in all listing flows.
Who's eligible?
This Promotion is available to invited sellers who: (i) received an email and/or message in My eBay; (ii) activated the promotion from the invitation email or on the Promotion landing page; and (iii) meet eBay's minimum seller performance standards. Please sign in to My eBay and view your Seller Dashboard to verify whether your account is currently meeting the standards. If you have received fewer than 5 detailed seller ratings from buyers, this information will not appear in My eBay; however, you will receive email notification if your account falls below the minimum performance standards.
When is it?
This Promotion will begin on Wednesday, April 8, 2015, at 00:00:01 PT (12:00AM plus one second), and will end on Sunday, April 12, 2015, at 23:59:59 PT (11:59PM plus 59 seconds), for listings on www.ebay.com. For listings on www.ebay.ca, the Promotion will begin on Wednesday, April 8, 2015, at 00:00:01 ET (12:00AM plus one second), and will end on Sunday, April 12, 2015, at 23:59:59 ET (11:59PM plus 59 seconds)(the “Promotion Period”).
How do I activate the Promotion?
Sellers that have been invited to participate will automatically receive the Promotion after they activate the Promotion from the invitation email or the Promotion landing page, and then create Qualifying Listings on the US site at www.ebay.com, eBay Motors at www.ebay.com/motors (Parts & Accessories and Automotive Tools & Supplies only), or eBay Canada at www.ebay.ca through the Sell Your Item form, eBay Seller Tools, eBay Mobile applications, and most third-party tools. Any listings created prior to the time of activation will not be eligible for the Promotion. For sellers listing with any tool other than the latest version of the Sell Your Item form (SYI 3.0), the Promotional Rate will not be shown during the listing process. Instead, the discount will be reflected in the "View Account Status" section in My eBay, as well as in your next invoice.

It is after midnight PDT and both promos are showing up in my eBay and Selling Manager.
Looks like the ebay.ca version only turned on after midnight PDT. The times for the promo in My eBay show as EDT. I wonder if it is running on PDT??
A good question for the Wednesday session with eBay staff later today.
I did not try to list anything yet. Off to bed now.

Promo was visible on my Summary page on both .ca and .com this morning. Was able to activate from there.
On a side note, I called phone support last night when I first got the email and the invitation only error. Got through to the call centre in Utah and thought HUZZAHHH not the Phillipines!
Anyway, the fella was real friendly but quickly noted that his department couldn't help me and he would have to transfer me. Guess where I ended up?
Long story short, the CSR had no idea about the issue or the previous time it happened 2 or 3 promos ago. Took him 15 minutes with me on hold to even find a record of the current promo. He insisted the invitation only issue was due to the fact the promo hadn't started yet even though that was a ridiculous claim. Then he tried to tell me that because I am a store subscriber that I didn't receive the promo even though I had already informed him that i had received the email and the issue was what happened when I clicked on the activation link in the email. He then proceeded to argue with me about whether or not I had received the promo email because it wasn't showing up in my site messages from Ebay, after I had already been quite clear on several mentions that I received the email off site in my gmail account.. At this point I am so frustrated and angry that I'm about to hang up on this dolt but keep my head level long enough to start from the beginning again and describe the entire situation in detail, mention again that thism issue happened previously with a recent promo etc etc.
After all of this all I get is "There is nothing I can do" and I had to suggest that he file a report to the tech folks or whomever to have this looked into as on the previous occasion the promo was in its last day before the issue was fixed. He tried to tell me to just go ahead and list items and that i would be re-imbursed for the listing fees to which i replied "Great, and who is going to re-imburse me the 4 hours I have to spend on the phone with you people when it comes time to try and get my fees refunded?"
How is it that Ebay allows this level of incompetence to fluorish in these 3rd world call centers? Surely even the brain trust at Ebay has to realize that no matter how little they are paying these people it is too much and they are doing more harm than good! They closed a call center in Canada in favor of these numbskulls in the Philipines putting Canadians out of work so they could save a few pennies but getting nothing but bad attitude, rude, inneffective support staff in return.
Mind boggling
BTW, all of this is ust added, insult to injury, to my experience last week where I called in to report an obvious problem with the "Best Match" search results and after wasting way too much time on the phone I was told I would receive via email, a reference number so that i could call back in regarding the issue, and an email update on what was discovered about the issue. I have to date received NOTHING! When you get connected to the call center(s) in the Philipines you are regulalry lied to, argued with, given patently false information etc etc.
Agian, why is this allowed to continue?

I was able to activate the promo today from my Summary page, but still haven't received an email. Last time I got the email but the "activate" link didn't function properly. What a mess this place is.
I know it doesn't directly respond to 'treasurehunter's issues with eBay Customer Disservice, but I wouldn't bother phoning CS about any issue on this site unless it involved perhaps erroneous charges to my seller account.
I picture those people, hired off the street, given a few days' training and then being plunked down in front of a phone and computer with a copy of the eBay policy book. If it's anything to do with glitches, bugs, inconsistencies, contradictory information, or just plain errors as with these promos, I don't think it's worth the grief (and time) trying to get an answer out of a group of, as you say, dolts. I get the impression their main purpose is to deny, deflect and mollify.
If it's a major issue, it's probably (somewhat) more useful to bring it up with Raphael at the Wed. board meetings. At least you'll be talking to someone who usually grasps the problem, even if he can't do anything about it.

Hi everyone,
There was an error in the email sent for the promo, the email contained a wrong activation link. The Promo team is working to fix the problem and should be sending a follow up email shortly. Apologies for the inconvenience.
Please note that it was only the activation link in the email that didn't work. The activation link on the landing page was always ok, if anyone had trouble activating the promo, they can go to this page:

Thanks everyone for your patience and understanding.

Thanks Raphael but it is getting becoming "too often" and why not remove "by invitation only", so every sellers get the promo and be happy??
Also I noticed that with each free promo, the allow number of items to post are getting smaller and smaller each time. What happened to 10,000 or 50,000 like last year??

Promos are designed to stimulate the areas where the business needs increased activity. This may mean restricting a promo to certain categories, to certain sellers or certain listing types. Of course, this implies that not all promos will necessarily benefit everyone, but that's a side effect of targeting such promos to categories/sellers/listing types. Unfortunately we don't disclose the motivations for how the promos are designed at a given time.

Funny thing is, before the so-called "correct" link was sent via e-mail, I tried listing last night around 1am PST and it *worked*. I used 436 of the free listings already. I didn't do anything special other than tried a few times until it quoted listing fee $0, then I just listed away. Mine does say April 8 00:00 to April 12 23:59 EDT.
And even now my account summary shows no insertion fees charged. Just FVF from my sales.
And it seems the link in the new e-mail is still the same - http://pages.ebay.ca/promo/2015/0408/SellAuction.html
I'm not clicking the "new" activate button because mine is working properly right now... who knows what'd happen if I click it lol.

@skylarstuff wrote:Maybe now would be a good time for Ebay to think about a FREE based listing fee with higher FVF to match Amazon. Maybe that might win back some past sellers who have left or sell on other sites.
How about they don't.

Free listing would encourage those whose business plan does not allow them to make a profit if they pay 5 cents to 30cents for the listing.
500 listings at 30 cents each is a saving of $15 in fees.
Four hours on the phone at $10 minimum wage is a loss of $40 in time.
But don't ask me if this is worthwhile. I'm dysnumeric.

I can't be bothered doing any promotions anymore. I go to all the trouble of listing 500 items for auction and then search to see where my items fall in the search engine and I'm around page 100... so if I'm lucky, I'll get one bid, maybe two... that's IF I'm lucky. However, when it comes time to pay my fees, I suddenly make just enough to pay eBay because suddenly, my items are more visible... For a while I was changing and doing all the recommendations, but that didn't do any good either. Finally, we just list Buy it Now. And we reduced our store down to a Basic because it wasn't worth having anything else. We've been researching other places to sell. I don't even buy on eBay anymore because it's not worth it. Ebay has absolutely killed the shopping experience for us.
