This week I have had 2 bidders on my eBay auctions contact me to say they were blocked from bidding on my auction listings.
They received an error message like this
Sorry, you are not allowed to purchase this item
This item is only available to buyers who have not purchased 3 or more items from this seller in the past 10 days.
You can contact the seller for more information, or find similar items offered by other sellers.
This is totally erroneous as my buyer preferences DO NOT have that exclusion.
In the latest case the bidder was bidding on a number of my items earlier in the week without any problem but today when he went to increase some of his bids he was blocked and received that message.
I have contacted eBay and the support agent 100% agrees that my buyer preferences settings should not have blocked the bidders.
It is being looked into but thought I should throw this out there to see if this is a widespread problem. I'm concerned that my settings are somehow corrupted and the ebay system is erroneously blocking bidders.
The blocked bidders show up on 'Buyer Requirements Activity Log' in the Buyer Requirements section of Site Preferences.
The activity log shows the reason as 'Buyers who are winning or have recently bought too many of my items' which in both cases this week was incorrect.

Nothing showing in my activity log (which proves nothing):
https://offer.ebay.ca/ws/eBayISAPI.dll?BuyerRequirementsActivityLog
You can exempt those who contacted you:
https://offer.ebay.ca/ws/eBayISAPI.dll?BidderPermitLogin
This supposedly overrides any block.
Do you have anything marked off in Buyer Requirements?
https://offer.ebay.ca/ws/eBayISAPI.dll?BuyerBlockPreferences
Sometimes ebay sends out incorrect error messages.

Just spotted this variation on the dot com discussion board.
To help protect your account, we limit the amount of items purchased by a single account at any one time.
This buying limit is temporary. You can come back soon and buy more items.
Protect your eBay Account: eBay will never ask you to enter your personal information - such as credit card number, password, or other -- in an email.
Houston, we have a problem.

You did double check that your buyer requirements hadn’t somehow defaulted to that requirement?
