Delayed overseas packages - eBay INR Adjustment due to CP Labour Dispute?

I sold two items to buyers in the UK. Both haven't arrived and have hit the small packet air 10 business day delivery standard. Both are untracked.

Seems strange to me that both UK are delayed, but no problems with my packages going to the U.S.

I'm in Vancouver and wondering if the delays are because international packages going to the UK would go through Toronto (whereas my US packages do not) and have been delayed because of the labour dispute?

I've let both my buyers know and apologized and asked for their patience to wait a little longer.

My question is will eBay consider the labour dispute if either buyer files an INR? It's gonna be quite the burn to have to refund both, especially considering shipping was $20.15 each... 😞

According to message 6 in the following thread, they will place an inr on hold to give the package a longer time to arrive. They've also said in other posts that the seller would not be penalized for late shipping etc.
