Does anybody know what date in October the EIS program will rollout or which shipping carrier ebay will use? I am going to go out on a limb and assume Canada Post?
Any and all info would be great.

From my discussions with them you will ship to hub with tracking. Choice up to you. Roll out day is tentatively unknown. They are still working out the final details and compiling a spreadsheet of concerns to address prior to that date.

EIS will be exporting from Missisauga where the hub will be located. There is zero reason for them to use Canada Post for anything (it's up to a seller to figure out how to get orders to the hub). Of course sellers will be able to use CP if they want to and they will be able to buy the labels on eBay.
Packages may or may not be delivered by the postal service of the destination country.
If it's anything like the US version of EIS eBay will not be transparent about anything. Of course it will be possible to figure out what services they are using once it's operational. As for pricing for buyers, you can find that out by changing your location and looking at your own listings (any listings that offer EIS).

Well its October 1st. Wonder when we will hear about EIS. I would like to see what the shipping times and prices will be like. I might use it for things not covered under CUSMA that are going to the USA since Canada Post isnt allowed to claim CUSMA exemption (so dumb btw! thanks frump!)
I also intend on moving to either Windsor or London Ontario FROM Toronto in about 2 1/2 years from now and im assuming by then I might have to use it particularly if I choose to move to Windsor because Windsor doesnt have ChitChats OR Stallion OR SwiftPost or any of the cheaper shipping options. I am going to aim for London so ill still have access to some of the shipping stuff like ChitChats but if Windsor Ontario means saving 100-200K in a home price then I am gonna have to just take the lumps and deal with the EIS for my American customers. (I would still use Canada Post for Canada and International and have UPS via NetPArcel as a backup but new rules dont allow CUSMA for Canada Post so its not viable).
Life is all about compromise and unfortunately with a cheaper city comes less amenities. Staying in Toronto with the intention of ever owning property is just a far away pipe dream if you arent a lawyer, doctor, politician, property investor etc. It is a renters city. Love this city but thats what it is for most people. OR you can own a 1 bedroom condo for 500K! but a detached or semi detached house? you are looking at 1-3 million!
Man trump getting elected really derailed alot of my plans. I was hoping when I moved out to Windsor perhaps that i'd be able to count on Canada Post for everything and have UPS as my backup and everything would be golden. Thats out the window. Now we have to wonder if CUSMA will survive these next 3 years or if it changes how drastic will the change be? Tough time to be a small business doing e-commerce GLOBALLY! I say globally because this is even hurting American small businesses who import stuff from abroad (particularly from China and India) or who are facing retaliatory measures that hurt their business. trump is quickly pushing for a world where only walmart, amazon, apple and disney can compete and everyone else just has to work for them!

They say the would "begin" to give details about the program this month. When, exactly? That's the big unknown.
I think they didn't factor the CP strike in the mix (they should have), and also, the huge task of coordinating the shippment logistics with other carriers.
My big question is about the US market. Are they really going to change the minds of American buyers, by charging the tariffs costs upfront? Many of them still believe the Oompa Loompa, thinking that it's up anyone else to pay for this, not them.
I guess we'll have to wait and see how things shape up, but it's not exactly clear skies ahead.

October hath 31 days. As eBay’s plans rarely run on time, my guess is the switch will be flipped for the first round of sellers opted into the program in late October or early November.

It looks like they have now updated listings to show the COO at the bottom, Liekly to become mandatory shortly. ebay said this will be needed for the items to be in the program

I'm not the person you asked, but it definitely is a new addition to the listing creation screen. Here's a screenshot of what I see when trying to create a new listing:
It's at the bottom of the flow, between "Preferences" and "Promote your listings".
I'm listing a DVD if it matters - not sure if this new "Item Origin" section is on every listing regardless of category, or only on specific categories at the moment.

I don't see that in my listing screen (vintage watch).
On that area, I see "Item Disclosures", where you can upload safety specifics, for buyers in the UK or the EU.

So this is in the listing flow? Is this a seperate thing from the Item Specifics Country Of Origin field?
I'm asking because I list via third party-tools, I have always filled out the Item Specifics and the 3P software as yet does not have a seperate field for CoO.

I think it's still being worked on. I saw a similar field earlier today while editing one of my listings, but when I went back in, it wasn't there anymore. It's also not present on other listings I've inspected.
