So I currently don't have a store and get 250 free listings and pay 6 cents per listing after that. If I get a month to month basic store it's $25 a month with more free listings but listings go up to 20 cents? How does that make sense?

They upped the total to 1000 + 10,000 in select categories with a store for BIN at the beginning of April. (Unsure how long the 10,000 will run). I have a little over 1200 listings and it worked out fine with the split for April. Really all depends on categories you list in.

Non-store, first 250 are free, then:
ebay.CA media (music/books/movies) categories have a listing fee of 5 cents plus tax.
ebay.COM does not have a special listing rate for media, so they are 35 cents plus tax.
Basic Store:
First 1000 BIN listings are free.
Plus 10000 free BIN listings in select categories (media qualifies).

If you got a basic store, with your current product mix, you could list up to 11000 for free.

And you can double that by listing on both dotCA and dotCOM.
With dotCOM you must list in US dollars, and use Flat Rate Shipping.
You will receive payment to your Managed Payments account in loonies.
Everyone in the world understands the US dollar, and Americans, still the largest economy in the world, understand nothing else.
