Used to ship what were considered hazardous goods for work. The training course was delightful!! Attached are the full guidelines on doing it properly with Canadapost. Many sellers are shipping without knowing what they are doing. They are taking a major chance if something should happen a long the way.
It includes what is or isn't allowed, packaging and labeling. There can be extra costs involved. Transportation of hazardous goods applies to both ground and air. Rules are more strict for air. I wouldn't just mail and hope for the best. You wouldn't like the fines.

It's not so much that those can't be shipped, it's that they can't be shipped Air Mail, because of pressurized planes (aerosol) and fire hazards (perfumes contain oils and alcohol).

Canada Post parcel domestic is considered a ground service, I'm not sure if expedited parcel is the same but I think that it is.
I don't think there is a CP ground service to the US though I think that UPS and FedEx do have one.

I've had a shipment of chimney cleaner sticks * seized at the border.
I was lucky that they were returned to my supplier since the value of the order was over $1000. and he refunded me. The next order was trucked in with no problems.
If it were a scam, who benefits? Not you. Not your customer. Not eBay who lose your fees. Not the shipper who has to deal with the confiscated merchandise or arrange its return.
Perfume is unlikely to explode unless there is already a fire, but it wouldn't help if there were.
*They acted like a firecracker/sparkler sending out a lot of smoke which used up all the oxygen in the flaming chimney.

Perfume is considered a Dangerous Good due to it's alcohol content. It can not be mailed by regular consumers under any circumstances (regardless of whether or not it's going by air or ground). Small Business customers have the option to ship small quantities of dangerous goods such as perfumes domestically by what's called "Limited Quantity" or "Excepted Quantity". You need to contact Canada Post about getting registered for that - follow the link in Lotz' post above and then call the number on the last line to get more information. Following approval you will be required to put Excepted/Limited Quantity stickers on the exterior of your package that identify the contents as dangerous goods. You can not mail any dangerous goods outside the country via Canada Post.

Either it was shipped properly by a commercial customer who labeled their box appropriately, or it was sent domestically and was never caught. Canada Post doesn't inspect the contents of every package - if someone just puts perfume in a box and mails it within Canada without informing anyone it contains dangerous goods, it's probably going to arrive just fine because no one will ever know.

It was likely seized when going through customs. You may receive it back at some point, but don't count on it.
