I sold a rather expensive item (Approx $1000) to a ebay customer in the USA.
I used Canada post to ship the item.
I've never had a problem shipping to the US before, but this package has now been stuck at customs for about 2 weeks, or 11 Business Days.
When I contacted USPS they have no real updates for me, and they claim customs can hold items for up to 45 Days.
The customer has contacted about this now. They are still waiting.
What is ebay's and paypal policy on this? Who is responsible ?

probably been pulled aside for further processing, due to the value, and that can add up to 10 days, to complete.. I would send a polite message to the buyer explaining the delay, and not to worry it will be released soon.
Hopefully all your paper work was in order, and the buyer won't be getting any surprises when it arrives. ie duty, taxes, being over the 800$ threshold..

I wouldn't worry it will be released. I have had this same thing happen with
items going to the US and coming to Canada with a high declared value.
Customs usually check these items and assess how much duty they are
going to charge. I had one item took two weeks to be released as apparently
they have a special officer who does these evaluations.
