I am trying to figure out what is going on and support or lack of was no help this morning so am waiting for a supervisor call back.
Had a buyer show up on my activity report as having 2 purchases blocked due to too many unpaid item strikes. I can't go into exact details as may get punished so have to be general.
Buyer is from overseas and using a mail forwarder which is OK with me, and not the issue.
Buyer that was blocked with my buyer requirement settings, and the buyer that purchased 14 items on the same day are from the same country, same feedback, and same join date. I have now opened 14 unpaid item disputes as I have not been paid yet.
How is it possible that a buyer gets blocked twice by Ebay automatically for the 2 unpaid item setting and yet is still able to purchase 14 items on the same day?
Support was not able to help at all.
There may be options but I don't want to go into detail until the supposed supervisor call back is received and I can find out what they say.

If a loophole like this exists, ebay should be warning sellers to never Send Invoice but allow the checkout flow to do the work. I know we've spoken about this before and I still struggle to understand the reason ebay would allow such a gross oversight to continue to exist in perpetuity. It hurts sellers which in turn hurts buyers because sellers are then forced to cancel those ill-gotten postage orders and make buyers irate.

Here is the latest so far:
I called Ebay and spoke to a defect specialist and was told you do not get a defect for refunding through Paypal.
I refunded in full through Paypal and so far no defects.
I called Ebay back and received a FVF credit for all 14 items while I was on the phone with billing.
Money wise I am out 30¢ for the Paypal fee.
Time wise so far many hours wasted.
Now I have to wait until Ebay gets back to me on the original post re blocked and still able to buy.
Also see if any defects show up or negative feedback left.

Hi all. Sorry for the delay.
@dutchman48, before I take any action, what would be your best outcome for this specific situation? Obviously, it's for us to fix or at least explain the reason that the blocked buyer got through in the first place, but in terms of this specific transaction, is the first and most preferable course of action for the sale to be able to be cancelled from your side?

If it would alright I have a side question. In situations like this where orders/listings need to be cancelled and re-created, is there any reason why a seller is stuck with the Paypal fees or relisting fees due to no fault of their own. Shouldn't those fees be credited?
