Are store available now, or do we have to wait until May 1st?

I tried to get one and it told me I have to be a registered seller on ebay with a valid credit card?????;\

Stores are available now BUT the new fee schedule (and free listings associated with stores) does not come into effect until next month:

That happens on the 1st of every month (or the 15th if that's your billing date). When you get the message that your March invoice is available for download then your account will go back to normal. The not available thing shows up at the point eBay is preparing your most recent invoice.
