Buyer did not pay after several emails and several weeks. Report to eBay after some time and received my eBay fee back.
Decide to give negative feed back to protect other seller. But I can't seem to do it.
Is there a way? Than you.

Sellers have not been allowed to give buyers negative feedback for several years.
Nor can a seller give positive feedback with a negative comment.

Users with no sense of fiscal responsibility tend to be repeat offenders, so naturally you have
blocked all those with 2 or more unpaid strikes:

It seems you did your bit to assist other sellers by filing an Unpaid case:

Filing an unpaid case is a far far better way to help other sellers because most of them employ
the 'strike blocker'. If your (non)buyer gets a second strike, he will find it difficult to shop on ebay
until they wear off in a year.
Unpaid items happen on ebay, but if you are one of those who simply cannot abide anyone having
wasted a moment of your time in this way, you might consider pricing your items fairly and listing
with Immediate Payment Required:

It is the one and only way to prevent unpaid items entirely, - and in so doing you would not have to
block anyone thus maximizing your possible revenue. Anyone willing to pay can have your item
and the listings stay up until they are paid for.

Thank you all for the respond. I also told the buyer if you change your mind in purchasing no problem. For I will offer "second chance" to the next bidder. But no respond. Shame, for he has less than 50 positive feed back from Poland already he's living me with a bad taste. Another Europe transaction where the buyer complained not receiving goods to PayPal. Had my funds held.
From Canada via International Surface Parcel to Italy. Clearly shows on TRACKING still on route. He did received goods. I don't understand why one don't communicated and check tracking before going to the next level. Am I too old school?

No.
The buyer got his money back because he didn't receive the goods he paid for.
He probably will, eventually.
But :
Surface?
To Italy?

First by using Surface you guarantee that the shipment will arrive after the 45 days PP extends for delivery. And even after the further 20 days a Dispute extends the delivery period.
Second, Italy is notorious for have both a horrible Customs Department and an atrocious Postal system. (The customers are okay, or at least no worse than any others.)
And finally, you're selling in one of the most testosterone poisoned categories around.
Air Mail is cheaper than Surface because you don't lose everything (product, postage, fees, and DSRs) when you lose a Not Received dispute.
The buyer pays the shipping. If your buyer is willing to pay the higher cost of Air Mail, he will be an easier customer to deal with.
