I have had the same issue with non paying people who make offers .They now know they will be blocked if they get 2 strikes so they pay to avoid, then ask to cancel later. I am sorry this happened to you. You are in-between a rock and a hard place. If it were me I would just refund them because they can leave the negative fb.

The longer you take the more likely you WILL get a neg! Buyers can't send a cancellation request, you need to do it and pick the right reason. I presume you have already refunded? If not.....quite stalling!

It doesn't matter what the nitwit buyer's intentions are.
You know he's an idiot. He knows he's an idiot.
Customer service is making sure that he doesn't mess you around in a vain attempt to cover up his idiocy.
Send the Request for a Mutual Cancellation.
If you feel really concerned about the feedback, start with the refund and follow with the request to cancel.
Tell him he doesn't have to do anything and the transaction will cancel automatically after seven days, but he can free himself of the transaction by agreeing immediately.
Don't mention feedback.
Don't leave any feedback. He doesn't deserve a positive and it will remind him to leave some for you. You don't want that.

It was several years ago..
I had two purchases within minutes... one evening
and then within minutes both buyers asked for a cancellation.
They had both paid..... made a refund before I cancelled. Cancelled both transactions ... immediately... They responded immediately to the cancellation and confirmed the cancellation.
Not happy... but what can I do..... The best thing to do in such a situation is cancel....
It was buyer's choice.... and let it be so.. no questions, no comments... no measure of unhappiness expressed to the buyer.
and then... ...... The buyers of these two cancelled transactions .....left ...super positive .... feedback...
An unexpected reward...

No, restocking fees do not apply when you refund before an item was sent out. How would you justify that as it only takes a few seconds to request the cancellation? Sure it is irritating when this happens but it is a fairly simple fix.
I'm not sure why you would assume that the buyer was going to leave a negative feedback. When a buyer has asked to cancel an order shortly after paying and I've refunded them, I've never had a problem. Of course if you give them a hard time about it, then the possibility increases.

But that was your choice. Just refunding (and adding them to your Blocked Bidder List) would have been faster and less stressful.

That means that until you have the money and the customer has the package and the 60 day feedback deadline has passed, the transaction is not complete.
