i was just trying to put food on my plate in these hard times. the changes with no paypal and the delivered policy caused me to shut down my short lived store. now im about 1000$ in the hole and waiting for my ebay payout and waiting for my refund from my supplier. i ve on ebay for a long time and never had so many problems as i did in the last few months.

What "delivered policy"?
Did you fully complete your Managed Payments registration and bank verification?
If that is complete your Payouts should be coming either daily (Mon - Fri) or if Weekly on Tuesday. The time from Payout to receipt depends on the bank, for me it's the same day (Simplii) for other banks it can take a bit longer and credit unions seem to be the slowest.

I could not find this policy. Do you have a link? From what I read, payouts occur after payment is confirmed and is not tied to confirmation of delivery.
How do payouts work?
After a buyer pays for an item you sold, the funds minus applicable fees will show in your Processing funds, which means the order is confirmed and it's safe to go ahead and ship the item(s)
The funds will typically appear as Available for payout within 1 business day from the order confirmation, unless the transaction was placed on hold, in which case it may take longer
The payout will generally be initiated within 2 business days from payment confirmation. Once initiated, the payout updates to Funds sent and it typically takes 1-3 business days for the funds to clear in your chequing account and become available to you
This timeline is similar to the time it can take a credit card company to process your monthly payment, and depends on the processes of your financial institution
After the payout is initiated, the funds are no longer with eBay. eBay does not earn interest on any seller funds.
A bank reference ID is available in Payout details, and can be provided to your bank to help you track your payouts.

EBay mostly uses that policy for new, occasional, or questionable* sellers.
You list and sell too consistently to be an occasional seller. I'd suggest contacting the FB reps to see whether there is something they need to move your account into faster release of payments to your Managed Payments account.

These reps have a better name for followup on promises.
*By questionable I mean sellers who have accumulated Defects but not yet enough to have their selling accounts terminated.

That isn't the norm for most sellers. If they are requiring that for you then it could be because you are fairly new and your items are higher priced. But it loyou have tracking for those items so why would that be a problem? If you use eBay shipping labels you can use your pending funds to print your label.
Your shipping prices are quite expensive. If you continue to sell you should think about using expedited parcel within Canada and Expedited parcel USA or Tracked Packet USA to the US.
