eBay case vs Paypal Case Escalation Times

I'm sure similar things have been discussed here in the past, but I hope someone can clarify this for me:

 

Paypal Case

-Open within 45 days

-Must escalate within 20 days from opening.

 

eBay Case

-Open within 45 days

-Escalate within 30 days from opening.

 

If I open a eBay case and then wait to escalate for a period that is beyond the 45 day period from Paypal payment, can eBay still force a refund through Paypal if it is then escalated?

Another question: I had a case opened against me for an item I sold overseas, and as expected my Paypal funds with respect to that transaction were held. However, after 13 days with no resolution to the case, the hold was lifted and my funds were available again. The Paypal transaction was as follows:

 

eBay Buyer Dispute has just sent you $xxx.xx CAD with PayPal

 

Is this normal? Does it signify the end of the process or that no refund will be required? I was under the impression Paypal would hold the funds until the case was resolved.
