This is eBay Canada. Regardless, you said "it works". That negates "for parts or NOT working".

Start by contacting the buyer and discussing the problem with him.
International Return Shipping is a horrorshow. There is no way to send a Return Shipping Label as eBay requires, so you would be sending him money (Paypal's Send Money service, usually) and hoping that he will use it as required.
As I understand it , sending a USPS return shipping label to a US buyer is less risky since if he doesn't use it, you are not charged.
Personal communication becomes very helpful in resolving these problems.
But a mixed message about whether it works ? That's likely to go against you.

It's always a good idea to write For Parts etc in the title as some people don't read anything else.
I have no idea if customer service would be willing to close the case. It's always a bit tricky to phone them because they don't always do what they say they are going to do. That isn't my experience but I'm basing it on what other posters have mentioned.
If you don't want to fight it....
It looks like most or all of your items are sent through the gsp. I think that in this case it would be best to go to the U.S. boards because they have more experience as sellers dealing with nad cases on gsp items. But the way that I understand it, you would be responsible to pay back the shipping that the buyer paid to you for the domestic portion of the shipping, the cost of the item and for return shipping if you want the item back. The gsp would refund the international shipping portion and any import fees paid. If this was for the Gateway, it would be less expensive for you to refund without requiring a return as shipping from Canada is much more than what you sold the item for.
If the item had been damaged in shipping, then the gsp would likely refund everything that the buyer had paid.
In some cases when a gsp buyer is refunded, ebay/PB has to be prodded to refund their portion. You obviously don't want to have to refund money that you never received in the first place.
Off topic....does it really cost $100 to send that Gateway within the U.S.? That sounds very high.
