surprise shipping label overcharge refund

That was a rare, welcome surprise.  I received a refund of overpayment of shipping charge.  We know usps/ebay will charge if you weighed too lightly, but I got a note a refund of an overpayment of a couple bucks - maybe it was just a teaser for such low amount, or thank you for being honest in the other direction as well.

By chance was it for 3.oo bucks? There is a current promotion for 3.00 off on 3 Expedited lite shipments that runs for a few more days? If it wasn't did it include an explanation and the wb number it was attached to?
