Be more specific by providing an item number.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.

Most likely it is auction format with a buy it now price.
If you want to buy it for $200 you can do so by clicking on the buy it now button.
Or you can take your chance and bid on it.
When the bidding reaches a certain percentage of the buy it now price the option to buy it now will go away.

That depends on the meaning of "costing".
Many items are re-sold at prices lower than they were originally purchased for.
It is unusual to see a price that includes a fraction of a cent ( 2 1/3 cents?)
Bid a nickel. Fill your boots.
BTW--- what is the shipping cost?
