A seller is taking me for a ride.does not want to refund me even after promising to refund me.

Has it been less than 45 days since purchase?

If so go here:

And open the appropriate Dispute. The first step is to contact the seller and you have already done that. Go to the next step.

 

If the problem is that the item has not arrived, if the seller cannot prove that the item has arrived, Paypal will refund you if the seller doesn't. Then PP goes after him for their money. There will be other fallout for him.

 

If the problem is that the item is Not As Described, you will probably be told to return the item to the seller with Confirmation of Delivery. This is expensive but if you don't do it you will lose the case. Again PP will refund  you once you prove he has the item back and go after him for the money.

 

If the seller is in the US or UK and used the Global Shipping Program, the refund comes from the GSP and you may not have to return the unwanted item.

Oh yeah.

If it has been more than  45 days, forget eBay, PP or the seller and go to the credit card you really paid with. Phone the 1-800 number nand ask about a chargeback.

If you did not pay with a credit card, unfortunately, all you can do is leave appropriate feedback if it has been less than 60 days since purchase (not since payment). Just remember to stay calm and factual in your feedback.

 

If it has passed the 60 days... there is nothing else to do I'm afraid. 😞

I had that happen. Seller sent an item which was not as described, and, rather than send it back to China, we agreed to a small refund. (See my feedback left for others). This was agreed in messages within eBay.

 

Just prior to the 45 day deadline (and after about 2 reminders to pay up) I opened a dispute. eBay awarded the refund. I consider the messages formed a contract between buyer and seller.

 

As you could see from my feedback I left seller a negative ... but I subsequently got a warning from PayPal about too many claims ... so I'm wondering if the seller raised an objection ... and yes there were too many claims for my liking too.
