A seller whant to give me a gift if I take out my negative feedback. is that legal and is it ok

I buy a product from an ebay seller and after one week, the package was still not ship. I wrote to the seller and he told me that it was out of stock. Than, he told me to go on his ebay store to find some thing else, or ask for a refund. I went on his ebay store and I found my product mark as more than 10 available he still told me that it was out of stock and all the other product was more expensive that what I buy, so I ask for a refund and I left a feedback of my experience. (Sell at good price but 0 stock than suggest you to buy more expensive thing) than he told me that he receive more of my product so he want to give me my product as a gift so I take out my negative feedback.

1.Is that legal and

2.should I accepted or refuse.

Thanks

Did you get a refund ?

If not open a dispute and don't close it unless you get either your product or a refund.

This seller has already had 16 negatives and 19 feedback revisions in the last 12 months,

A definite sign that they are scammers or just clueless.

What to do if you don't receive an item or it doesn't match the seller's description

He's lying.

Tell him you want a refund.

If you don't get the refund within 24 hours open an Item Not Received Dispute. Paypal will refund you and go after him for the money.

Your negative was probably too soon, since you have 45 days to make a Claim and 60 days to leave feedback.

He's still lying.

When you get your money back, you can decide whether or not you will change your feedback.  A neutral "Didn't ship and needed Claim to get refund" would be the most I would go for.

Why would you accept a bribe? You purchased an item. The seller didn't have it. You left feedback according to your opinion of the transaction. Don't allow the seller to coerce into changing. Decline any transaction cancellation.

Non payers should get unpaid item strikes and be added to block bidders lists. Period.
