I have not marked any of my items as Free shipping. I checked the listing and shipping is not indicated as free. I contacted the buyer to indicate that shipping was not free and indicated that i would refund his money or he could send another $12.99
What could have happened?

Hello Robert,
I just checked your listings on the .com site, and when I enter an Arizona postal code to get the shipping rate, I get nothing. That may be why buyers have free shipping at the checkout. This is an issue that comes up quite a bit and is generally related to the way you have the listing set up. Is there some reason why you do not provide a specific shipping fee to the US the way you do for Canada?

With only 35 items listed, and those being pretty much the same size and weight, this boring corrective task shouldn't take much time.
There is a small difference between Canada Post's Small Packet and Expedited Parcel rates and the USPS equivalents. When the dimensions don't match, your customers see the shipping as "$0.00".
Many will not ask , even though there is an eBay message asking them to check with the seller.
To correct this.
Go to the shipping tab and check that a price for US shipping is appearing.
If it is, go to your Seller Preferences and make sure the buyer cannot change the shipping fee.
If none shows:
Change your default measuring system to METRIC. EBay gives Imperial as the default but it will be inaccurate since CP went metric in 1974.
Go to the Calculated Shipping section and increase any one dimension of the packaged item by one centimetre. Don't worry this will not change the rate.
Relist the revised item and check again. Does the US shipping now appear? Good. Go to all your other items and correct them the same way. You just saved yourself $420 in lost shipping fees and a lot of heartache.
If it does not appear, go back again and increase another dimension by one centimetre. Check again.
Boring task but it works.
