Are sellers allowed to bid on their own items to boost the price then relist the item for considerably more when they bid at the 11th hour?

Are sellers allowed to bid on their own items to boost their price?  If so why have a no reserve in the first place just list it with the minimum the seller will take as it's a waste of buyers time.

No they are not allowed to bid on their own item.
