I guess for some reason I got excluded. I got no message about it and am being charged full price to list.

Check your "Selling Manager".  The panel at lower right will tell you if you are eligible.  Quite often, I do not receive notification yet I am eligible for the promotion.

For me it is on mt "selling manager summary" page, bottom right corner "promotional offers". I did not get an email that I am aware of.

By the way, Selling Manager is FREE to sellers.  There is no point in working without it:

I got a email for this one, but it did not show up or give me the free listings when I tried it.

I think this was discussed in another thread. Is there something different that I need to do now to get these promos to work. In the past when I got the email, the free listings showed up at the bottom of my ebay page, but for some reason this one did not go through.

It's too late now for this one, but I wouldn't mind knowing if something has changed for future promos

Phone eBay. I had the same problem in the last free promo, and I got refunded for the listings I got charged for.

Ok got ahold of ebay a few days ago about this and they agreed to give a credit. Today I got a message in my voicemail and an email from ebay saying that there will not be a credit since I can not provide the promotion code. What promotion code? Does anyone know the code for this promotion?

I've never seen a promotion code for any promo. You said earlier in this thread that you did not receive an email about the promo and you didn't mention seeing it on your my ebay page so you may not have been invited. Not all sellers were invited.
