As a buyer, can I make arrangements with eBay for the shipping in Canada if seller didn't chooses it

I'm living in Canada and I want to make a bid on item which seller does not offer international shipping. How is it possible for me to proceed?

You can ask the seller if they will make anexception.

Get the cost before bidding.

Ebay has no say in where the sellers ship their goods.
