All need to beware of this seller and how he conducts business. He listed a 2010 rytera compound bow. In his listing he stated he only ships to the us. Now as I am Canadian i do have a sip to address in the us. This was listed in my info. Now i was the successful bidder on this item, i paid the man in full right after the auction was complete and I was notified I was the winner.
The seller in turn messaged me to say he did not ship to Canada and in turn i replied right away that yes I was in Canada but along with my full payment he would see that I had sip to addy in Detroit. I also add if he had any questions i was available to answer at any time.
15 min later i received a message that this person refunded my money and awarded the item to a lesser bid. Kind of defeats the whole idea of a auction and the fact that by posting an item on this site and by me bidding and paying for the item constitutes a legal contract.
Which this person is in breach of.
Also contacted ebay and they will do nothing about this. Also the site wont let me put a rating on this person for follow up. People need to beware of ebay and understand they won't help with issues when they arise only want to take money from sellers.

Let me call it as I see it,if the seller knew before you won the item about your second address being a US address and still got nervous and cancelled your winning bid ,then he is an inexperienced, gutless ,stick by the rules jerk .
If you explained to the your place of residence and a secondary US address after you won the item,I believe you got your answer already but it's not acceptable to you .
I must admit it doesn't look like you broke any ebay rules but I have a lot to learn about these confusing rules,I bet next time you get excited about an item on the US side you'll do what's necessary.

PayPal profile has options for additional addresses. I added an address there when I wanted to purchase something as a gift and have it sent directly to the recipient.
Maggie-- The problem is that Paypal only allows 'gift/guest"addresses that are in the same country as the original. All in Canada or all in USA (or all in Australia for that matter.)
There are other methods of dealing with the border city question.
Open a US bank account with a US credit card and then a US Paypal account. You need them all and a US address because of pre-9/11 money laundering legislation.
Offer to pay by International Postal Money Order, which can be cashed at the PO when the parcel is sent.
Only bid on items that offer GSP handling
But the first step has to be communication. Some sellers have simply never considered shipping outside the Lower 48. They get upset by orders from Puerto Rico or Hawai'i (as they should , everyone knows Hawai'i is a village in Kenya, right?). Some are adamant that they don't want the extra hassle, no matter how slight that hassle is.

femme, thank you for that clarification. I love that I learn something every day from these forums. I know, I should have known this, and I probably did know it at some point, since I've read through all of PayPal's info many times. Problem is, the older one gets, the larger the holes in the "sieve" when filtering information..

You broke no rules.
The seller should have shipped to you as the purchase is a binding agreement.
If the seller didn't want Canadians then we should have been blocked. It's not up to you to do the seller's work.
You always have the option of FB if you choose.

If they only allow gift addresses in the same country it's odd that just the other day a U.S. buyer bought an item from me that was a gift for someone in Ontario. The address on both ebay and Paypal was the Ontario address. I've seen this a few times. In fact I could not even see what the buyer's U.S. confirmed address was...only the gift address.
The OP stated that their U.S. address was on the Paypal payment confirmation email so I would think that the seller would be covered. I don't know if they added that address through ebay or Paypal but obviously Paypal did know about it.

"their U.S. address was on the Paypal payment confirmation email "
We have not seen the document but I suspect it was entered in the "note to seller" used by some buyers for special requests. In such instances, the protection policy does not apply ($250+ item).
As an American seller, offering to ship domestically only, with an expensive item ($250+) purchased by a new recently registered eBay buyer (zero feedback) and asking me to ship to an address in a different country than where he is registered, I would really think twice about it.
Without protection, most sellers would do exactly what that seller did: refund.
In fact, we see the same advice given on these boards by many experienced users in similar circumstances.

It's very unusual for a seller to behave as your seller did so don't let that turn you off of eBay.
That does not mean that you shouldn't do your best to be on top of preferences.
You should always ask when possible,, but if one does slip by most will honour the transaction.
The way your seller behaved is not the norm here and IMO you should have been treated much better.

"No need for me to review as ebay and from what i have seen over the last 24 hours i will never uee this site again there is no recourse for anyone chanhing tje rules as they choose as long as ebay get thier cut of tje sale and it is mostly one sided to protect sellars. Woild ratjer pay fill price then deal with tjis stuff in the future"
I want to understand, when did you place your bid? You have only been on Ebay for a few days, have you read any of the auction rules and policies? Have you read any of Paypal's policies. You state that you payed for the item right away, however if the seller did not list shipping to Canada how did you get a total price? Did you assume that by paying the stated US shipping that somehow the seller could possibly have known you are from Canada until he looked at the payment details? At what point do you need to take personal accountability, because as far as Ebay and Paypal are concerned the seller did nothing wrong, otherwise you could have left feedback or filed a claim. You really do need to become versed of the customs, practices and policies (good or bad) on any Ecommerce site.

Actually, unless there is something different about this transaction, then FB can still be left by the buyer (and seller).
The link that usually appears in the My Purchases column is no longer there, but the link remains and is very easy to access.
Does that then mean that as far as ebay and paypal are concerned that the seller did something wrong?

I see a pattern here. If someone disagrees with you, much the way the seller did, then they are unethical, while those that agree and drink your Kool Aid are righteous, honest folk????? Your right about one thing.....this site may not be best for you.
