LAST YEAR I BID AND WON ON A UNIQUE (ONE OF A KIND) ITEM ON EBAY.
THE ITEM WAS PAID FOR USING PAYPAL (NON CREDIT CARD).
ITEM WAS NOT SHIPPED.
THE 45 DAY WINDOW FOR THE RESOLUTION CENTRE EXPIRED.
CUSTOMER SUPPORT ATTEMPTED TO HELP BUT THEIR HANDS WERE TIED BECAUSE OF THE
45 DAY WINDOW..
THE SELLER IS STILL IN BUSINESS.
THE SELLER HAS BLOCKED ME FROM CONTACTING HIM.
CAN EBAY STOP THE UNIQUE (ONE OF A KIND) ITEM FROM BEING RESOLD ON THEIR NETWORK?
EBAY APPEARS NO LONGER TO OFFER MEDIATION SERVICES.
DO I HAVE ANY OTHER OPTIONS BESIDES CHARGING THE SELLER WITH FRAUD?

No, sorry.
You had the power to file a claim within 45 days. You did not. End of story.

Fraud? Are you an American? You would have to travel to their jurisdiction and file there as that is where the sale took place. Then you would have to prove they did not ship it. How you could prove they did not do something is beyond me. Non receipt, on your part, is not proof of not being shipped. That just proves you did not get it.
As the judge said to the lawyer going after us: "If this was worth millions, it would be worth a test case. For the small amount of money involved? Denied."
It is not a criminal case, it is a civil case between two private parties. Police and lawyers will not touch this. The judge will throw it out. Some battles are not worth it.
