Beware of Ebay seller - never ships or refunds !!!

I purchased a Tissot watch from seller.A week later the item was still not shipped and i asked when the watch will be shipped despite the shipping terms that the item will be shipped whiting 2-3 days. The seller acknowledge he doesn't have the watch and is in order from somewhere else. I did request refund but he refused. 3 weeks later he was asking me to cancel the transaction , but he is not refunding the money. According to the Ebay guidelines i refused the cancellation request. In the mean time i had a claim opened on PayPal  which was decided in my favor, but the seller doesn't have founds to refund the money. My purchase is PayPal protected so no worries here just a long wait. Don't expect help from Ebay either. They removed the negative feedback i left because of "left too early" -Thank you Ebay for helping incorrect and bad sellers!

This is another way  to get some free loan money and if possible never refunded.

Buyers do some research about the sellers and avoid

At that point you could open an Item Not Received dispute.

The money will be refunded by PP, from their own pocket, and they will then go after the seller. He will have a 'violation' on his selling account. A serious one because he costs PP money, both the actual cash for a few hours (they have his credit card and bank account information and his permission to take their 'fees' appropriately.) and labour spent mediating your Dispute.

That is exactly what happened. The refund was declined 2 times from his bank and PP refunded my money from their founds.

The worst thing is Ebay doesn't allow the seller's ID to be listed here. Also the negative feedback i left for the seller was removed by Ebay for a no good reason. Thanks Ebay!

Generally, negative feedback is not removed by eBay unless the feedback policy was violated by the comment.

What exactly did you state in your negative comment?

For example "Feedback that includes references to law enforcement investigations or eBay or PayPal investigations" will be removed by eBay as it violated their policy.
