Is there any way to report someone for bid retractions as there is no transaction, 2nd one in about a week from same buyer.
Also, why do the bid retractions not show up under feedback as a buyer or am I looking in the right place.
Or do offer transactions not show up at all?

I had one yesterday, no big deal.
Rarely happens, however, twice in a week from the same buyer would be frustrating.

already done, but I expect negs for items already sent to him in retalliation. My question is do retracted offers not show up the same as retracted bids? There is not 1 showing in his feedback

No, retracted offers don't show up.
Why are you so upset? It's nothing personal. The buyer just decided not to buy. Happens all the time-- have you never seen an abandoned shopping cart in WalMart?
Better a retraction than a deadbeat bidder that you have to chase.
If you are worried about negative feedback, maybe it is best to remove the Block.

Better NOT block the buyer, unless he/she gives you an unreasonable low-rating feedback.

Bid retractions show on the bidder's Feedback Page. If a seller looks there she can see it.
But that is not useful to a seller who uses Fixed Price listings since we only meet our bidders after they have bought.
Annoying as they are, at least you are not stuck chasing a buyer for payment on an item he doesn't want. And the item is still available for another buyer.
This buyer is a steady customer, from the sounds of it, if a little quick on the trigger. When he has his current purchased and has left feedback, you could try asking him if there was a particular problem with the items he retracted. Perhaps there is something about your listings that needs improvement. Or he could just be a flake.
