How do you know the item doesn't work if you don't have it yet? There is a bid retraction process but there are only three valid reasons for a bid retraction. 1.you entered the wrong amount 2.the item description changed significantly after you placed your bid. 3.you can't contact the seller No longer wanting the item is not a valid reason for a bid retraction. Here is the bid retraction policy. Go here to retract your bid. Here is the invalid bid retraction policy. Too many invalid bid retractions may result in eBay sanctions.

If you bid, but the auction is not yet over, you can ask politely that the seller cancel your bid.

He is allowed to refuse, but probably he won't because going to Dispute over Unpaid items is a drag.

If you won, the seller can either allow you to accept a Mutual Cancellation or go to the Unpaid Item Dispute.

If the seller gives you the MC, agree immediately and leave positive feedback, he deserves it.
