I was selling an item, for the past 2 days, there was a bid for the starting amount, but when I went to check on it, it's gone, no bid.
Doesn't Ebay have to notify me if the buyer wants to cancel a bid?

A buyer can retract the bid if they can't reach the seller, they accidentally entered the wrong bid amount due to a typographical error or if the item's description changed significantly after you entered your last bid. (pages.ebay.ca/help/buy/bidding-overview.html#change)
According to eBay policy, buyers can't retract bids they made because they changed their mind (unless they contact the seller and the seller agrees to cancel their bids).
The buyer probably didn't want the item for the starting price anymore so they made up a reason.
You can report the buyer for Invalid Bid Retraction by by calling eBay Canada 866-278-1053 or by clicking the Report listing violations or problems with another eBay member. on the bottom of this page:pages.ebay.ca/help/policies/invalid-bid-retraction.html .
Some sellers find it best to report these policy violations to ensure that buyers honour their bidding contracts but some sellers are concerned that they will end up with unpaid item disputes.

Bid retraction history states "Cannot Contact Seller"
Completely untrue, I never received any messages from this buyer

He doesn't want it.
If he won, he wouldn't pay you.
And you would need eight days minimum before you could safely relist the item.
So he lied.
EBay has way too few reasons for cancelling bids.
Move on.

Why do you have this in your listings?
All Ontario customers will be subject to a 13% HST on top of auction price. This applies to local pick ups also.
Why do you only charge GST in Ontario? If you are actually registered to collect GST/HST you need to collect it on sales anywhere in Canada. After all "rules are rules".

My boss makes the template, I asked him about this and he said the accountant said just Ontario...shrug, he pays me, I follow his rules

The accountant is wrong. Period.
As GST/HST registered business, you must remit GST/HST on all your Canadian sales of taxable products, including shipping and handling charges
The fact you did not charge GST/HST is not that important. The tax department only cares that you remit the taxes that should have been collected.
Be the hero and explain the difference to your boss. You will save the business thousands, possibly tens of thousands of dollars in taxes, penalty and interest at audit time.

When anyone retract their bids, they get a strike each time and it shows in their feedback history. No loss in either way.

Is that true?
I've cancelled quite a few bids.
Sometimes I make an offer or bid using this id by mistake.
Since I use a different id for buying I cancel and then use the other id to bid.
Where can you see that I've done that?

I found it. I never look at FB as a buyer. Does it matter to anyone?

Only a few deeply paranoid sellers you would want to avoid anyway.
