the wanna be buyer's original offer i found too low, i submitted a slightly higher counteroffer and they did not respond yet......then i noticed 'scam' labelled negative feedback on their page....... belatedly.......is there a listing end fee if i end the listing before the counteroffer is accepted/turned down ?......just dont need any trouble and i can sell the item elsewhere too.....also, in transactions where somebody is shipping just coupons sent in an envelope, is delivery confirmation a good idea ? Is even selling expiration date coupons a good idea ? I guess anybody can say they did not receive their purchase

Are you saying you noticed the buyer left a negative in which she wrote "scam" to the offending seller?
Where was the seller located? Perhaps the buyer is right.

Not if it is your first, I don't believe so. You get one "freebie" so-to-speak, on auctions anyway. That will be to prevent sellers from constantly ending auctions early when the bidding is not going high enough. I find no mention of 'best offer' listings, so it seems you can go ahead. I would think like all items that would depend very much on the value of the item. A seller should always use Delivery Confirmation for amounts she is not willing to risk losing. Whether or not selling them at all is a good idea depends on what the coupons are and their desirability. No matter what the item, people can always say they did not receive their purchase. Just as some sellers don't mail the item and then delay the buyer with pleas to wait longer and false promises of a replacement.

First realize that since sellers cannot leave negative feedback for buyers, the seller that left that neg is ignorant about how eBay works.
If the neg was left by the buyer, take a look at the feedback for that seller to see if he gets a lot or if this was a problem with this particular buyer. And of course look at the buyer's Feedback Left for Others for a pattern there too.
I don't know how to rescind a counter-offer, but in my opinion, those offers all too often come from bottomfeeders who are not going to be easy to deal with.

Yes.
But the cost of tracking is so high, it could make buyers (who are obviously bargain hunters) back button out.
