I bought and paid for three shirts from the same seller. I noticed that she sent only one of the shirts the day after I paid. That was on July 25, 2016. It has been almost two weeks and she still hasn't sent either or both of the shirts yet. Her english isn't that great, so when communicating with her, I always use the free online translator and send her my english copy and there are two different Chinese languages, so I send her both. She keeps saying that she's sent them, but it doesn't show up that way when I view it from My Purchase History. Her listing says that she ships three days after receiving payment, this has been one day short of two weeks. Am I allowed to message her and ask her for my money back, (without getting negative feedback)? Thank you for helping me. Sylvia

It's possible that all three items shipped with the one that had tracking provided to you. Assuming that there is tracking on that item. Not every seller is as organized as they should be and it's possible they just forgot to mark the others shipped when they all went together.
If it were me, I'd wait until that package arrived and then see what's in it.
If you have nothing by Day 29, open Items Not Received cases via the Resolution Centre.
Oh, and buyers cannot be given Negative feedback from sellers anymore. That changed a few years ago. But there are checks and balances in place to ensure that the unethical buyers out there don't cause too much trouble for the honest sellers out there so be sure to only open cases in the Resolution Centre when you really need to do so.

You as buyer never get negative feedback.
Did you ask if the shirts were mailed in the same package?
Your purchase details should show estimated delivery times. You have 30 days after the last arrival date to file an Item-Not-Received case with eBay. And you also have 180 days of protection from date of purchase if paid via PayPal.
If mailed from China these days, it can take over a month to arrive. My last purchase had a 4 week estimate and arrived in 5.5 weeks.

You have 30 days after the last estimated date of arrival to open a Dispute on eBay.
What is that date?
Because China is far away, the date eBay gave may be August 25 or later. Then you could open a Dispute any time up to September 20.
You know the expected arrival date, we don't.
If the seller cannot prove delivery (not shipping, Delivery) you will be refunded.
Don't accept an offer of a replacement.
Don't close the Dispute until you have either the shirts or the money.
Personally, I only allow 30 days for delivery from Asia, because I am a grouch. (I only allow 20 days from North America.)
You can also open an INR Dispute on Paypal, but start with eBay.
