I do not understand the meaning of the question.
A seller may relist an unsold item on eBay in one of three ways:
1 - manual relist (which could also include using the "sell a similar item" function)
2 - automatic relist
3 - bulk relist
What difference does it make to you, a potential buyer (or competitor)?

You can get your sellers telephone number from eBay using this link:

The PayPal payment (click on 'details' from your PayPal account) should give you a name and address where the payment was sent.

Did you send an email message to the email address used for your PayPal payment as suggested earlier?
If you do not get a reply by Monday, escalate your PayPal claim to get your money back.
I do not understand how you cannot get the phone number from eBay. It has always worked for me.

Opened INR case. No seller reponse.
Take the next step and get your refund. You don't need a response from the seller. If he does not respond, PP will refund you and go after him (or his heirs) for their money.

I agree with Femme. You are over thinking this. I do think that it is a good idea to message and or email the seller before opening a claim when there is a problem but since you have done that and they haven't replied, move on and follow up on your inr.
