Can a seller added import fees after auction

I won an auction for a pair of jeans, when I went to pay ,seller had added import charges,this was not indicated in the listing, the import and shipping charges are more than the jeans, is this fair ??

It was indicated in the listing, you just didn't click on it.

First part of any listing will shows the statement ..import charges.. to be provided  and can be part of decision to buy or pass. Seller is not running or collecting..
