I purchased an item and what I recieved was a completely different item. When I go to create an "item not as described case", I am unable to because when I purchased the item I purchased as a guest and was not signed into my ebay account.

Hi..what you need to do is to call PP (PayPal) and have ready the CC (Credit Card) number that you used or the transaction number on the email that was sent to you so they can look it up and file the claim.

Paypal will require you to return the item to the seller with Delivery Confirmation.
In North America this is Expedited (USA or Canada) or Regular (Canada) parcel. Overseas this is ExpressPost International and starts around $40.
Paypal will not refund the return shipping.
Before opening a case, or contacting Paypal, contact the seller and explain the problem. The seller can offer to refund all of your costs, with or without return. Paypal should be used only if the seller refuses the return and refund.
