Its amazing that Paypal and eBay just continue to turn a blind eye to this situation.
More than two years ago (at the "On the Road" event in Kitchener, eBay staffers assured me that Paypal was within weeks of announcing that they had a resolution to this problem for Canadian eBay sellers. Two years+ later and they now don't even see it as a problem.
How is it that they can develop their software to accurately charge correct taxes for US sellers in 50 states but cannot do the same for Canada's ten provinces and three territories?
I think it really comes down to a matter of will. Apparently Canadian sellers haven't made enough noise about this issue. Maybe this should be cross posted to the PayPal discussion board...
You would think that a Canadian eBay manager would take the bull by the horns and be a little proactive instead of waiting to be told to do something about this. Unfortunately lip service to profitability issues appears to be about all .ca management is capable of.
