Combined shipping invoice for American buyer?

How do I send a combined invoice for Americans who want to buy multiple items and not pay shipping multiple times?

I have enabled checkout in my Account Selling Preferences. My listings do not require immediate payment. Canadian buyers are able to add items to cart and click "request total from seller" but Americans do not seem to have this option. I logged in to ebay.com and the "add to cart" option does not even exist on my listings, only "buy it now."

I tried to use a (clunky) workaround by lowering the price of one of my items via Best Offer to account for the total shipping discount. Is there a more elegant solution than this?

You can redirect them to eBay.ca so they can use the shopping cart here or else they can buy all the items they want and wait for you to send an invoice with the new lower shipping fee.  When you send an invoice just change whatever you need to and then SEND and not try to recalculate because that always takes you back to square one.  Annoying for newbies until they get the hang of it and learn that "recalculate" on eBay really means "start again".  

FWIW, the shopping card disconnect issue annoys Canadian sellers all the time and everyone tries to come up with the best workaround.  Maybe one day eBay will have them all linked up.  Maybe one day.

I use Free Shipping for the most part-- which is really Shipping Included.

When it looks like I will be overcharging the buyer, I do a Paypal refund with an explanation of why in the textbox.

The PP refund allows for the FVF *on the sale. (ie if two items have $2 shipping on them but both ship together for $2, the refund would be $1,90 to allow for the shipping FVF I will still be paying)

I do this because partial refunds can be a Defect for the seller if they are done through eBay.

*Shipping carries a 10% FVF, but some product categories are lower, so the seller may actually save on FVF by using 'free' shipping.

The best way to send combined shipping to an American buyer who is having trouble making it work is to remind them to use ebay.ca and not ebay.com, and also to use a computer and not the mobile app. Ebay can't be bothered to add support for combined shipping to the mobile app, and this often turns out to be the problem when buyers say it isn't working. So usually all they have to do is use a computer (or at least get their device to show the "desktop site" instead of the mobile site) instead.
