In future, and I hope you never need this advice, allow no more than 20 days for delivery from USA or Canada, 15 from Europe and 30 days from Asia, before contacting the seller.
Ask him for the date of shipping, the service used and the tracking number.
If the seller is not helpful, open a Dispute as soon as possible.
An offer of a replacement is NOT helpful. This is a common scam.
If the company is Not A Registered User, they were probably closed by eBay for deceptive practices. Mention this in your Dispute. It speeds up refunds.
