Dispute from september

 I ordered a (rather expensive) shower curtain from an Ebay seller.  On September 15, it was time to "pay after delivery" but I had not received the shower curtain, so I opened a dispute.

 

At that point, the seller contacted me asking me to close the dispute because she had sent me the curtain.  I had moved homes, and said that I had not received the package even though I had made a change of address through Post Canada.  She told me that she had contacted Post Canada and it was being sent to my new address.  She told me that she was desperate to have the money immediately and asked that I please send the money, so I closed the dispute and sent her the money, trusting that the package would arrive.  It never has.  And for the past several months, she has continually reassured me that she is working on it, and it will be arriving.  Recently, She stopped answering my messages inquiring about the package.

 

I am not able to open a new dispute because this transaction doesn't show up as "recent".  What steps should I take?  Thanks.

What does that mean?  I've never seen that. Sellers only ship after being paid.

 

If it has been 45 days, not sure you can file a dispute - there is a time limit.

Even if sellers promise item is coming, file a claim by day 43. You can always cancel claim if item arrives.

 

You may need to go through your credit-card (if that is tied to Pay Pal) and do a "charge-back".

 

Also, did you register your change of address with ebay/pay-pal? Don't just rely on Canada Post for re-direction.

I'm sorry but there's not much that you can do now as once you closed the claim, paypal assumed that you had the item. The seller was being dishonest with you as there is no way they would have been able to contact CP to find out if the parcel was going to your new address. It's unlikely that the shower curtain was ever sent.
