Does anyone find it strange that a $4.00 item costs $36.00 to Ship?

so I'm thinking the person that wants  $25 for shipping a hat is making some money off the shipping.

That may be so but a more likely explanation is that they are using an inappropriately expensive shipping method to 'protect' themselves.

If we are talking about a beret or ball cap which can be squashed flat it will ship cheaper than a Stetson or a cloche which would be shipped in a larger box with padding to keep the shape.

Shipping is by dimension and weight, not by value.

But, more likely the seller is over-reacting to a faint possibility of loss.
