It's all done by ground. 

 

Canada Post Regular Parcel & Expedited are ground services, as is most of the transport that occurs between Erlanger and the border. This is mostly due to economics as ground travel is far less expensive than air. Plus, there are more restrictions on air travel as far as certain packages are concerned, so ground makes more sense from a logistics point of view.

 

It can take about 3-5 business days for packages to make it out west to the Vancouver region and possibly the same amount of time for outer provinces like New Brunswick etc. If you happen to live in the downtown core of Toronto you may see your package as soon as 1 or 2 business days after it clears customs.

as soon as 1 or 2 business days after it clears customs.

 

I was under the impression that parcels 'cleared customs' in Erlanger, under sub-contract to CBSA.

 

This was part of the complaints about purchases being opened and repacked (badly) perhaps when sellers did not identify the place of manufacture of the items being imported.

 

Ground isn't necessarily slow. There is a reason public servants take the train between Ottawa and Montreal rather than flying.

Economics. Why pay for a flight when sending a truck is cheaper? Same idea for perishables, your grocery store doesn't fly in veggies from another province, they are trucked in. If you flew them in your cost would skyrocket. They are here to make money and money is in cheap ground services.

Pre-clearance is not done at the US GSP hub.  The opening of packages by PB employees is done in order to complete the customs papers that will be submitted to CBSA.  The program for pre-clearance right now concentrates on people and vehicles.

 

For shipments of commercial goods, the PARS system is still in effect, which means the customs documents can be processed in Canada while the truck shipment is en route to the border or to an inland sufferance warehouse with a bonded carrier.   An inspection of the goods could still be carried out at the border or by an inland customs office, because final clearance is done in Canada.

That's not actually knowing, that is making a reasonable surmise based on general practice.
