I bought 4 items from him ( her) 4 months ago. They suppose to be sent 2 times but I never got them. I asked for refund and now there is ZERO communication, doesn't answer my emails. I can not even leave negative feedback. Talked to ebay and they will review his account, but he's got over 100 negative feedback in the last month I guess. People like this should be removed from ebay immediately and for good. Make sure you keep this person in mind and never buy anything from him(her).

In case this ever happens again, here is how you protect yourself and other buyers and also get your money refunded.
If an item has not arrived in 20 days (30 for Asia) contact the seller and ask for the date of shipping, method of shipping and Confirmation of Delivery number.
It is very likely he will not have the last, and it is only useful to the seller, but it tells him you are serious.
If he offers to refund, take the refund.
If he offers to reship, refuse. Ask for a cash refund of the full amount of your payment (no restocking and including the shipping cost). This should show up in your PP account or on your credit card within 24 hours.
Occasionally, lost parcels (which are very rare) will turn up later. Tell the seller that if his parcel does, that you will refund the refund.
You have a maximum of 45 days from the purchase to start a claim. Start a day or so early just in case.
You have only 60 days to leave feedback. The most effective feedback is calm and factual. Let the other guy scream and shout vulgarity.
At that time, you will be asked to leave the more important Detailed Seller Ratings. The normal Rating is Five Stars. The lowest Rating is ONE Star. No stars is a free pass. If his DSRs drop below 4.3, his account will be severely restricted.
If a seller does not refund himself, and you go to PP for help, he must prove delivery (Confirmation of Delivery above) or PP will refund you and go after him for the money.
He will get a black mark on his selling record. "Enough" of those and eBay will remove him from the site. Those FBs you refer too are less important than the Item Not Received claims buyers opened and won. The FB is also less important than the DSRs.
If either of you left feedback, you can add a Response to that FB. Again the most effective Responses are calm and factual.

Thanks for your reply and comments, they are very useful...unfortunately a little too late. But I learned from mistake I made, trusting someone. I just lost a little money, worth couple of beers :), but wanted just make a point. Like you said he(she) offered reshipment after 4 weeks, because it was "probably lost". But after 4 months I new I was ripped off. Anyway, good lesson learned for next purchases on Ebay.

Posters are not allowed to "name and shame" other eBayers. After all the poster (not this one, obviously) could be wrong or mischievous.
We are allowed to give listing numbers, which is more specific and useful.
I suspect if the seller has had 100 negs in a month, that he is a mega-seller and even that many negs will not affect his FB percentage or his DSRs. A hundred bad sales out of 500 would be a disastrous seller, but 100 out of 5000, or 50,000 would be unimportant to anyone except the unhappy buyer.
Which is one reason I usually encourage posters to go for refunds rather than replacement.
