Ebay poly envelopes: How to measure/use

I bought some ebay poly bags/envelopes from canada post and unsure how to measure contents for the shipping calculator.

For example a shirt:

• Do I just measure the folded item on its own or in bag LxWxH
• Do I use the measurements stated on the bag and add the height with the shirt in the bag?

Any help would be useful on how to use them since I have only shipped boxes before. Thanks
