If you haven't received your item you can file an Item Not Received case with eBay by going to the resolution centre.
If it's too late to file with eBay contact PayPal and file there.

I was charged extra for shipping without my consent just because the seller was in Thailand.
Extra than what?
The cost of shipping to Canada is going to be more than the cost of shipping to Thailand from Thailand.
Some sellers, recognizing that their customer base will overwhelmingly be the USA, will offer subsidized or even free shipping to the USA, while charging full cost to other international customers.
Some sellers, shipping from Thailand (or Canada or Germany or Brazil) , list on eBaydotCOM accepting restrictions on shipping costs from that site. These include having the cost of US shipping in a separate section than shipping to Canada or 'internationally'.
This is harder to explain, but if you look at the Sell Your Item form on dotCA and dotCOM you can see those differences easily.
An email comes to me saying items delivered.
From whom?
You should be able to track that delivery from the tracking number in the email.
Not every fraudulent email is easy to spot.
Ebay now doesn't even take responsibility for my loss. USD 40 gone.
Did you open an Item Not Delivered dispute with eBay or with Paypal?
Did you show that the item was not delivered?
If you have and eBay/PP did not agree with your dispute, go to the credit card you back your PP account with (PP is really just a useful mediator) and call the 1-800 customer service number about a chargeback.
The clerk will need information about the transaction, dates, transaction numbers, tracing numbers, payments, currency, etc. Have these handy for her to process your refund.
There are deadlines with cards too so act immediately.
