Exlclude Shipping Locations - not working

I noticed sale to Russia this morning although it's been some time I have done excluded them and did "Apply to all listings" on "Excluded Shipping Locations", I still see sales to Russia.

When opened the listing, it has no exclusions. When editing in SYI, exclusions are present and enabled. Even tried to uncheck exclusions in SYI and re-apply through Site Preferences. No effect.

Seems the feature is broken.

Did a bit more research on this, because some of the listings I want to have exclusion have 15-20 watchers and I do not want to simply relist them and loose watchers and Google ranking.

Here is workaround:

Global Exclusion List will be applied to all listings but listings that did not have exclusions enabled will not have them enabled by this. In order to enable exclusions on such listings, the country list must be edited on SYI form by toggling at least one country and submit.

I only verified this on Fixed Price listings. Store listings and auctions may act differently.

Yes, I had ice skates sell to Russia and Germany in the last few weeks. I only offer them to US and Canada as the shipping is too high internationally. I was wondering how this happened. Has to cancel one sale , but the other went through.
Accused the wife of changing something! lol!
