I bought an item from China, which is often late but always arrives. This time, the seller claims a problem with the "delivery guy", and asked for extra patience while he re-ships it via a faster, more reliable method. Now the deadline to get a Paypal refund is past, and the seller no longer answers my messages. This seller gained my trust from previous transactions, and now scammed me by the looks of things.
After 45 days, what can I do??

After 45 days there is not much you can do, unless you used a credit card and can try for a chargeback. I hate to say it, but when you start to get pleas for 'more time', that's when you need to seriously think about starting a claim. And absolutely open your claim by day 43, - no matter how earnest the seller sounds. You can always close it if the item arrives and repay any refund to the seller. If you have not already had a good look at the Item Not Received policy, here it is:

You have 60 days to leave feedback and Detailed Seller Ratings.
The most effective feedback is calm and factual.
The lowests DSR is ONE star.
Stars are more important than feedback. A DSR below 4.3 means restrictions on the seller's ability to list and sell that can last for up to 12 months.
If you or the seller has already left feedback, you can RESPOND to it indefinitely. Again, the most effective feedback is calm and factual.
