bought an item just over a month ago. haven't recieved it yet and when i try to contact the seller it tells me the account is closed and i get no response to my e mail

The account is closed? You definitely want to be opening a claim to get your money back. Do it now, as you only have 45 days, and you have already contacted the seller with no reply.
The following link will tell you how to go about it, and there is a link to the Resolution Center you can use. Mention in your claim that the seller is 'No longer a registered user' and it will speed up the refund:

If the account is closed you cannot leave feedback, but at this point what matters is getting back your money.

If more than 45 days have passed, you can go to the credit card you back your PP account with for a chargeback. The deadlines for cards are longer.
But start with Paypal.
