I currently have an item being bid on by two buyers. One is bidding even though their location shows as the Russian Federation and I have it on my exclusion list. How is this possible? Is this another Ebay glitch?

Many foreign bidders maintain a confirmed address in the USA with friends/family or a shipping service that will forward their purchase. So That my be how an excluded country buyer is able to bid on your item. Before cancelling their bid check with them to see if this is the case.

If you're sure you set your blocks, the buyer has a shipping address in a location that you ship to.. The block is based on the bidder's primary shipping address – not the registration address.
From My eBay > Account > Site Preferences:
By the way, just FTR, confirmed addresses aren't required for Seller Protection.

This morning I get a rambling email (pretty obvious his first language isn't English) from this bidder asking to please cancel his high bid if it wins! This newbie obviously does not have a grasp on how to be a responsible buyer. Is it even possible to cancel a bidders bids when another buyer has also bid? My auction has three more days to go before it ends.

Yes.
Since the bidder does not know how to cancel his bid (or wishes not to) you should. Immediately.

I have canceled his bids. You have to wonder why he would bid 8 times in 2 minutes and then ask for his high bid to be cancelled because he doesn't have sufficient funds.
