"The rise in the ranking for Canada reflects recent corporate tax cuts"
That is correct. Harper and his Conservative Cabinet have lowered taxes on corporations doing business in Canada. Now, seven years later, while corporate taxes are being cut year after year, and corporations doing business in Canada pay less and less taxes, we still have more unemployment than we had when Harper took over.
Yes, unemployment rate in Canada has gone up since Harper took over. That is correct: check the facts.
So yes, great for American and foreign businesses to come here and make money and paying little taxes while Canadians work less, earn less and our national debt goes up and up and up - year after year ever since Harper took over. Why? Because of corporate tax cuts. And who do you think will eventually pay our growing national debt? Our children and grandchildren, not American corporations doing business in Canada.
One does not need a doctorate from MIT to figure that one out.
Time has come to get rid of an ideology that does not work for Canada and Canadians.

That picture is outdated. Don't you get a new one every year? Or did the party drop you from the mailing list?

Why Stephen Harper will resign in 2014
Well worth spending a few dollars on the current issue of Canadian Business magazine (or read it for free here):
When trying to predict the future, it’s helpful to first check the archives. Reading old news is a reminder of how often prognosticators are wrong and how quickly public opinion can shift. Take, for example, Stephen Harper. In the past few months, there has been a constant flow of stories speculating that the Prime Minister will step down before the next federal election in October 2015. And despite Harper’s emphatic denial, this makes eminent sense given his steep and long slide in popularity. But it becomes even more reasonable when you consider what didn’t change in 2013.

This graph shows second lowest unemployment since 1980: http://www.tradingeconomics.com/canada/unemployment-rate
About government spending, select for example 1998-2013: http://www.tradingeconomics.com/canada/government-spending
Basket of Goods $250 in 1998 would cost $335.70 in 2013 - almost consistent with government spending.
http://www.bankofcanada.ca/rates/related/inflation-calculator/
The spending curve got steeper between '07-'10 but then it slowed down. So if we do same for 2010-2013, basket of goods for $339 in 2010 costs $354.87 in 2013 while government spending went from 339B to 349.xB. Government spending between 2010-2013 grows slower than inflation.
After looking at those graphs, I need to agree with the article, we have a good thing going here. Lets not allow hate for Harper get in the way of common sense. I don't like the guy, but the stats speak for him.
